Will rains wipe off the polymer coating responsible for cooling?

No, special binders, pigments and additives are used for coating, which is water repellent and prevents from wiping off due to rains.

Can I purchase summer protection coolant paint and apply it on a normal roof?

Coolant paint in the open market is not sustainable and does not last for longer periods. Also, performance is not equivalent as Ultracool has a higher solar reflectance index (SRI), which decides the temperature reduction. Higher the SRI number, more the temperature reduction.
